For the purposes of Chapter II and Title V, the treatment of the Community, its Member States or Russia under the commitments made in the economic integration agreements is not taken into account. In order to contribute to the concrete implementation of the roadmap, the CPP for Justice and Home Affairs met on 13 October 2005 and agreed to organize conference and seminar groups bringing together experts and practitioners on the themes of counter-terrorism, cybercrime, document security and judicial cooperation. There was also a consensus on the development of enhanced cooperation between the European Border Agency (FRONTEX) and Russia`s Federal Border Management Service. CONSCIENTs of close cooperation in the field of environmental protection, taking into account the interdependence between the parties in this area, Russia`s role in the Ukrainian conflict and its illegal annexation of Crimea have seriously affected its relations with the EU. Many of the activities covered by the agreement have stalled and sanctions have been imposed. For the purposes of this agreement, an economic integration agreement is an agreement consistent with the principles set out in Article V of the General Agreement on Trade in Services. For all aspects of this agreement that cover areas other than service activities, this is an economic integration agreement in accordance with the principles of GATT Article XXIV on the creation of free trade or customs union zones. In April 2013, Svenska Dagbladet reported that Russia had simulated a bomb attack on the Stockholm and southern Swedish region in March, using two us-22M3 Backfire heavy bombers and four Su-27 flanker combat aircraft.  A nuclear attack on Sweden was part of the training exercises.
