Approximately 600 OPSEU members work on the four NHSs: Hamilton Niagara Haldimand Brant LHIN, Central East LHIN, North Simcoe Muskoka LHIN and North East LHIN. This was the first round of negotiations for NHLH workers since the Ontario government integrated all community care access centres into the NHS in June 2017. As a result, four separate collective agreements were negotiated around a bargaining table. The Mandate Letter from the Minister of Health and Long-Term Care focuses on common key priorities and outlines overall performance and performance expectations for each LHIN each year. LHIN and the ministry negotiate and sign accountability agreements (MLAAs) that define the obligations and responsibilities of LHIN and the department over a specified period of time. See left below to access the current MLAA. There is an agreement between the department and LHIN`s responsibility between each LHIN and the ministry. This agreement defines the obligations of each party in fulfilling the mandate of the LHIN as the Ontario Crown Agencies, which plans, funds and coordinates health services and provides home and municipal care services.
